DISTRICT PROGRAM FACILITATOR

Deaf/Hard-of-Hearing (D/HH) Services (0.5 F.T.E)

 

FUNCTION:

 

  1. To provide leadership, coordination, and accountability for the delivery of services to students who are deaf or hard of hearing.
  2. To provide ongoing support to D/HH staff and/or students who are deaf or hard of hearing.

 

RESPONSIBLE TO: Director of Special Education Programs

QUALIFICATIONS REQUIRED:

 

  1. Valid Minnesota license in D/HH, Oral/Aural, or related area (Audiology, Speech-Language Pathology or Psychology).
  2. Minimum of three years of experience working directly with students who are deaf or hard of hearing.
  3. Ability to relate and communicate effectively with families and educational staff.
  4. Knowledgeable about current trends, research, and needs in D/HH education.
  5. Ability to listen, problem solve, and make difficult decisions.
  6. Advocate for students who are deaf or hard of hearing and D/HH staff in the district and community at large.
  7. Knowledge of Deaf Culture and knowledge of students who are hard of hearing and their educational needs.

 

QUALIFICATIONS PREFERRED:

 

  1. Experience in a leadership role in an educational program.
  2. Ability to communicate in sign language at the conversational level.
  3. Knowledge of Cued Speech
  4. Experience working with multilingual learners and families.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

  1. Oversee and direct the work of Center-Based and Itinerant D/HH teachers, sign language interpreters, cued speech transliterators and special education assistants.
  2. Compile annual budget requests for personnel, equipment, instructional materials and supplies.
  3. Collaborate with Transportation Department and participating out-of-district programs regarding students’ transportation.
  4. Assist the Director and Human Resources in recruiting and interviewing potential teacher, speech/language clinician, social worker, special education assistant, sign language interpreter and cued speech transliterator candidates.
  5. Assist the Director in holding staff accountable with their job expectations and responsibilities, and implementation of SOEI observations.
  6. Facilitate the classification of students and the utilization of staff.
  7. Collaborate with building administrators in ensuring students services match time noted in their IEPs.
  8. Collaborate with Multilingual team in facilitating EL screening and possible services for students who identify a home language and/or first language of ASL.
  9. Collaborate with outside agencies and districts regarding placements of student referred to MPS-DHH Program.
  10. Collaborate Audiologists on issues and Professional Development pertinent to both Audiology and D/HH staff.
  11. Collaborate with Directors and BVI Team regarding delivery of low-incidence Deaf Blind Services.
  12. Facilitate with teachers the development of schedules and any changes in schedules for sign language interpreters, cued language transliterators and special education assistants.
  13. Participate as a member of a multi-disciplinary team in SST’s, IEP’s and other meetings that relate to programming for D/HH students within the district and outside of the district.
  14. Assist ESY/ALC leaders with D/HH staffing of summer programs.
  15. Assist Department of Equality and Civil Rights with implementation of District ASL Interpreting Contract.
  16. Promote community awareness and understanding of deafness, knowledge of hearing loss, and the D/HH Program.
  17. Participate in local and state level committees and activities as they relate to students who are deaf or hard of hearing.
  18. Perform other duties as assigned by the Director.

 

Provide leadership to the D/HH staff in the following areas:

  1. Curriculum development and implementation.
  2. District wide communication on policies and procedures.
  3. Intake, assessment and placement of students.
  4. Monitor due process files/information.
  5. Advocate for the acquisition and utilization of educational technology.
  6. Coordinate staff development as related to current needs.
